The continued rising cost of fuel is a current cost and budget challenge for
everyone. Pinole Valley Trucking, Inc. has remained constant with freight pricing even
during 1999 when the significant fuel increases began to take place. In order
for Pinole Valley Trucking, Inc. to stay profitable with our trucking operation, we
will be implementing a new fuel surcharge formula. Attached is a copy of the surcharge table along
with information links to the fuel indexing sources that are listed above.

The fuel surcharge is based on
the prices being published weekly in the "EIA
Retail On-Highway Diesel Prices",
and according to the same information found at the U.S. Department of Energy-U.S.
Average On-highway Diesel Pricing. Shipment surcharge will be based on shipment
origin of one of three zones: Northwest, California or National for all other
areas.

For every $.05 cents increase of D.O.E. Fuel Index, add
1/2 % to fuel surcharge.
